California’s “improving” unemployment rate is hiding a bigger problem. The labor force has shrunk by close to 250,000 people since the start of 2026, and employment is down by roughly 180,000 over the same stretch.
The state’s own legislative economists have pointed out that the labor force participation rate has slid from 62.6% to 61.8% in just seven months. That means fewer people are working or actively looking for work, which helps explain why the unemployment rate can improve even as the labor market gets weaker.
Retirements, discouraged job seekers, immigration enforcement, caregiving, and people returning to school are all pulling people out of the workforce. Whatever the reason, the effect is the same: fewer available candidates competing for the same open roles.
For most industries, that’s a slow-burn problem. For call centers and customer service teams that already run on high hiring volume and famously thin margins for error, it’s a five-alarm fire.

Why a Shrinking Labor Pool Hits Call Centers Hardest
Call centers were never a post it and they’ll come hiring category. Industry research puts annual call center turnover at 30–45%, meaning a mid-sized team isn’t hiring once a year, it’s hiring on a loop, all year, every year.
Now layer in a labor market where there are fewer job seekers to find in the first place. The math gets a lot harder, because you’re not just refilling seats. You’re competing for a smaller pool of people to fill them with.
“Right now, the biggest challenge our clients in Southern California are running into isn’t that candidates don’t exist, it’s that the strong ones don’t stay on the market long,” says Kristina Hayden, Helpmates’ Chief Operating Officer. “Clients who take too long to interview or drag out an offer find out the hard way that their top candidate already accepted something else.
“We’re seeing the most success when clients move fast and stay flexible on experience — because anyone with solid customer service skills, strong communication, and call center background is fielding more than one offer.”
AI Isn’t Solving Your Sourcing Problem. It’s Raising the Bar
A lot of contact centers have leaned into AI tools this year: chatbots for tier-1 questions, AI-assisted quality scoring, faster resume screening. All useful.
None of it fixes the actual bottleneck, which is that there simply aren’t as many people applying. If anything, AI-supported service models mean the CSRs you do hire need to be sharper, meaning:
- comfortable working alongside AI tools
- handling the more complex conversations the bots hand off
- representing your brand on the interactions that actually require a human.
A smaller pool of candidates, held to a higher bar, is not a “hire whoever applies” situation.

Outsourcing Solves for a Tighter Talent Market, Not Just a Busy One
This is where outsourcing your customer service roles starts to make a lot more sense.
When your internal team is stretched thin and the applicant pool is getting even thinner, having a recruiting partner that’s already sourcing, screening, and talking to candidates can make the difference between filling a seat quickly and leaving a queue understaffed for weeks.
Outsourcing your CSR and call center hiring means:
- You’re not starting from zero. We’re sourcing candidates every day, not waiting for a new job order to start building a pipeline.
- You can move faster when the right person shows up. Fewer candidates means less room for a slow interview process. We help keep qualified candidates moving before another employer gets to them first.
- You can hire for quality without slowing down volume. High-volume hiring doesn’t have to mean lowering the bar. A dedicated recruiting process helps identify the candidates who have the communication skills, customer service experience, and reliability the job requires.
- Your team can focus on what actually needs a human touch. Let us handle the sourcing and initial screening so your managers can spend their time on onboarding, training, culture, and retention.
We’ve Done This Before Under Real Pressure
We’ve been staffing customer service and call center teams in Southern California for more than 40 years, so this isn’t theoretical for us.
Read how we:
- Helped clients transition 60 call center specialists to remote work over a single long weekend, with zero disruption.
Different clients, different timelines, same result: filled seats, fast, without sacrificing quality.
A shrinking candidate pool doesn’t have to mean a shrinking service team.
Let’s talk about how we can keep your call center fully staffed, even in a market where fewer people are looking.
